The intelligence lapses that failed to prevent the September 11 terrorist attacks prompted an overhaul of U.S. domestic and foreign intelligence systems, including the creation of an expansive new domestic security infrastructure. A key part of this new infrastructure is the Suspicious Activity Reporting initiative, a framework that guides, orchestrates, and connects the federal government’s nationwide “Information Sharing Environment.”
